Dr. Shelley Temple Kneuvean has assumed the role of Chief Financial Officer for the Unified Government of Wyandotte County and Kansas City, Kansas, effective March 28, 2024. Throughout her distinguished career, Dr. Kneuvean has held significant positions in both governmental and educational sectors, amassing over 30 years of leadership and executive experience in financial and operational management. Her background in educational finance and local government administration has equipped her with the necessary skills to navigate intricate financial landscapes and enhance operational efficiency.
During her career, Dr. Kneuvean has served in pivotal roles at organizations such as the City of Lee's Summit, MO, Fannie Mae, Metropolitan Community College-Kansas City, Jackson County, MO, and Kansas City Kansas Community College.
In her capacity as CFO, Dr. Kneuvean is committed to promoting transparency, accountability, and responsible financial stewardship within the Unified Government. Her strategic foresight and collaborative approach will play a crucial role in steering the UG towards long-term financial stability and fostering growth.

Deborah Jonscher started her career in government with the City of Kansas City, Kansas in 1997 working as an accountant in the Finance Department. She later became Business Office Manager for Public Works Department before returning to Finance as the Assistant Finance Director in 2009. She was promoted to Deputy CFO in 2017. As Deputy CFO for the Unified Government, Ms. Jonscher oversaw the day-to-day operations of the department, as well as, being involved in the annual financial statement audits, the budget process and capital financing.
Ms. Jonscher is a lifelong resident of the City of Kansas City, Kansas, earning BS in Accounting from the University of Missouri-Kansas City. She is also a Certified Public Accountant and GFOA member.
